  1. The updated list of countries and regions in the various categories1 will be effective for arrivals in Singapore from 11 November 2021, 2359hrs. In line with this, the Ministry of Manpower (MOM) will be revising the Stay-Home Notice (SHN) regime for newly-arrived migrant workers from the Construction, Marine shipyard and Process (CMP) sectors.

  2. The table below summarises the revised SHN regime for migrant workers from Category II, III and IV countries.
  3. If your migrant workers are arriving from Category II countries, please also refer to Annex A for details on the SHN and onboarding arrangements. You will be required to make the necessary transport and accommodation arrangements for your workers.

  4. The SHN fees for migrant workers from Category III and IV countries will be adjusted due to the changes to the SHN regime. For migrant workers from Category II countries enrolled onto the 4-day residential onboarding programme, employers will need to cover the fees for their stay at the MWOC. MOM will be informing you of the revised SHN and residential onboarding fees at a later stage.

  1. Countries such as Malaysia, Cambodia and Vietnam are now classified as Category II countries, while countries such as Bangladesh, India, the Philippines and Thailand are now classified as Category III countries. You may find out more on the reviewed categories of countries.

Annex A

Summary of Stay-Home Notice (SHN) and onboarding arrangements for newly-arrived workers from the Construction, Marine shipyard and Process (CMP) sectors from Category II countries:

Before arrival of migrant workerBook a hotel room for your migrant worker to serve his 7-day SHN. You may refer to the list of suitable hotels at https://sha.org.sg/stay-home-notice.When booking the hotel room, specify that it is for your migrant worker to serve SHN.
Upon arrival of migrant worker (1st day of SHN)Arrange transport such as taxis or private hire vehicles for your migrant worker to move from the point of entry (air, land or sea checkpoints) to the place of SHN.You may also use your own transport to pick up your migrant worker.
7th day of SHNArrange transport for your migrant worker to move from their place of SHN to the designated Regional Screening Centre for a Polymerase Chain Reaction (PCR) test.Remind your migrant worker to bring their passport for the test.Arrange return transport for your migrant worker to return to their place of SHN while waiting for his PCR result.
8th day of arrival in SingaporeCheck your migrant worker out from the SHN accommodation, if his PCR result is negative.If your migrant worker is a non-Malaysian Work Permit holder (WPH) from the Construction, Marine and Process (CMP) sectors arriving on an In-Principle Approval (IPA), arrange transport from his place of SHN to the Migrant Worker Onboarding Centre (MWOC). You will be informed of the location and address of the MWOC that your worker is assigned to after his arrival in Singapore. Please note that:
Your migrant worker should arrive at MWOC between 2pm and 4 pm.Your migrant worker will undergo a 4-day residential onboarding at MWOC.
